Open Work Permit (OWP)

An Open Work Permit (OWP) allows a foreign national to work in any job in Canada without restrictions. Unlike other work permits, an OWP does not require a Labour Market Impact Assessment (LMIA) or a prior job offer. Once issued, the permit holder can freely apply for and work in any occupation in Canada.

Eligibility for an Open Work Permit

Foreign nationals eligible for an Open Work Permit include:

  1. Spouses or common-law partners sponsored for Permanent Residence through an Inland Spousal Application.
  2. Spouses or common-law partners of Temporary Foreign Workers.
  3. Spouses or common-law partners of International Students in Canada.
  4. International graduates eligible for a Post-Graduation Work Permit.
  5. Candidates under the International Experience Canada (IEC) Working Holiday category.

Specific Categories

Inland Sponsorship

Spouses and common-law partners sponsored under the Inland Spousal/Common-Law Partner Sponsorship category can receive an Open Work Permit while their Permanent Residence application is being processed. This enables them to work in any job during the waiting period.

Spouses or Common-Law Partners of Temporary Foreign Workers

To qualify for an OWP, the spouse or partner must demonstrate that:

  • The principal Temporary Foreign Worker is employed in a management, professional, technical, or skilled trade occupation (NOC levels 0, A, or B). This requirement does not apply to workers nominated for Permanent Residence by a province.
  • The principal Temporary Foreign Worker has a work permit valid for at least six months.

Spouses or Common-Law Partners of International Students

The spouses and common law partners of international students studying in Canada may also get an Open work permit (OWP). 

The validity of the OWP for spouses or partners generally matches the duration of the foreign student’s study or work permit.

International Graduates

Graduates of Canadian post-secondary institutions who meet the requirements of the Post-Graduation Work Permit Program are eligible for an Open Work Permit.

International Experience Canada (IEC)

Candidates under the Working Holiday category of the IEC program can also qualify for an Open Work Permit.

An Open Work Permit offers flexibility and freedom for eligible foreign nationals, enabling them to work across Canada without restrictions while pursuing various opportunities.
